Can the president from a corporate enterprise withdrawl income from his very own business with out going through payroll? Instance: He or she transfered income from a personalized account to his or her business account to begin enterprise and now wishes to return the funds without getting taxed?

He cannot touch the corporate money and the CFO makes sure.
I suppose loans are permissible if the charter of the company specifies this and is compliant with the state (probably Delaware) and U. S. corporate regs. The corporate treasurer could have recorded the money as a loan with a nominal interest rate.. Repaying the money would seem to identify the money as a loan. It would likely depend on the formal handling of the matter complying with I. R. S, regs. A gift or a stealth of the money (taxable in both cases) would seem to not have occurred in this instance as the money is being returned. In any case, the matter seems somewhat irregular.
If you are a small enough corporation you can draw money out any time you want. You call it a “draw.” At the end of our tax year there is money in the corp that we can use or let stay in the business. You must understand that the IRS will make you pay the appropriate tax on whatever money you use. You have the power to spend everything if you want. You might ruin your corp, but if it is yours, that’s your business. You need a good accountant to make sure you stay safe.
You might want to read IRS publication 542 (Corporations) prior to withdrawing funds, and have a clear idea as to the reason for withdrawing funds. A major issue is if you do not specify what the reason for the funds, it could be considered Dividends. Problem with this is a dividend is taxable to the individual shareholder, and not deductible to the corporation. I suggest you talk to your tax adviser. Its better know the consequence before, rather than after the fact. This publication is extensive, but page 19 -20 addresses distributions (withdrawal of funds)
